Kramer Health Care Consulting offers services to health care leaders and policy makers. Founded in 2004, it has provided consulting support and expertise to major health care organizations and associations.

Helping people to stay healthy and caring for people who are ill is an honorable and worthy pursuit. Despite the efforts of many dedicated professionals, however, we have not yet attained the goals of ensuring health and providing high quality and affordable health care for all.

About Bill Kramer

Bill Kramer is an independent health care consultant, focusing on health care management, finance and public policy. As examples of his consulting work, he has:

• Developed policy analysis and recommendations for comprehensive health care reform on behalf of the Oregon Business Council, the Oregon Health Fund Board, and the Small Business Majority.

• Co-authored "Achieving Excellence in Compliance" – a project to upgrade compliance programs and strengthen governance in the wake of a major medical billing investigation at the University of Washington.

• Conducted an assessment and developed recommendations for improving the finance and accounting functions for Cascadia, a large behavioral health care system.

• Developed strategy for forecasting, monitoring and managing cash flow; provided financial analysis and strategic support during a complex merger transaction for Visiting Nurse Services of the Northwest.

Bill is considered an expert in health policy and management, and he is quoted frequently in the media, including interviews on national public radio and CBS radio.

Experience & Background

Prior to developing his consulting practice, Bill was a senior executive with Kaiser Permanente for over 20 years--most recently as Chief Financial Officer for Kaiser Permanente's Northwest Region.  Bill also served as general manager for Kaiser Permanente’s operations in Connecticut; earlier in his career, he managed marketing, human resources, and medical economics functions. Prior to his career at Kaiser, he was Chief of Budget and Program Analysis Services for the Washington State Department of Social and Health Services.

Bill serves on the Boards of Directors for the Sightline Institute and the International Sustainable Development Foundation, and he is a former Board member of the City Club of Portland.

Bill has an MBA from Stanford Graduate School of Business and a BA from Harvard. He and his wife, Melissa Cadwallader, live in Portland, Oregon.
